Brief Description: Petitioning Congress to enact legislation to remedy the chaos in state forests resulting from the designation of the spotted owl as a threatened species.

BACKGROUND:
The forest products industry is presently in a state of disarray as a result of federal court decisions intended to protect the northern spotted owl.
SUMMARY:
Congress and the President are urged to enact legislation that considers the human impacts of spotted owl protection. The economic needs of people and communities are to be afforded equal status to environmental protection needs.
