BACKGROUND:

 

"The regents, trustees, or commissioners" of educational, reformatory, penal and similar institutions are the only state officials required to be confirmed by the Senate under the State Constitution (Art. XIII, Sec. 1).  As reorganization of executive agencies takes place, and the priority of functions evolves, it has been suggested that those officers may not continue to be the ones which require confirmation.

 

SUMMARY:

 

The Legislature must specify in law which officers appointed by the Governor are to be confirmed by the Senate.
