AN ACT Relating to academic contests; adding a new section to chapter 28A.625 RCW; and making an appropriation.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 28A.625 RCW to read as follows:
(1) The state board of education shall award school districts money for the purpose of sending their pupils who are state-level winners of academic contests and their chaperons to the national levels of these contests so that the pupils may represent the state.
(2) The state board of education shall adopt rules for awarding funds to school districts. The criteria for the rules shall include at least the following:
(a) The contests shall be academic in nature and motivate pupils to be creative and to demonstrate excellence;
(b) Contests shall be sponsored by a recognized national organization;
(c) Contests shall be open to all pupils, regardless of race, creed, gender, or national origin, except that a contest may separate pupils by age or grade level;
(d) The opportunity to compete at the national level shall be the result of competing successfully at the local or state level, or both, of that contest; and
(e) The funds awarded by the state board of education shall pay for not more than fifty percent of the cost of participating in the contest.
(3) The state board of education may accept gifts or grants of moneys for deposit in the academic contests account.
(4) The academic contests account is created in the custody of the state treasurer. All receipts from appropriations, gifts, and grants shall be deposited into the account. Expenditures from the fund may be used in accordance with this section. Only the state board of education or its designee may authorize expenditures from the account. The account is subject to allotment procedures under chapter 43.88 RCW, but no appropriation is required for expenditures.
NEW SECTION. Sec. 2. The sum of fifty thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1993, from the general fund to the academic contests account for the purposes of this act.
