AN ACT Relating to the governing board of the state's higher education institutes; amending RCW 28B.20.100, 28B.30.100, and 28B.35.100; and providing an effective date.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
Sec. 1. RCW 28B.20.100 and 1985 c 61 s 1 are each amended to read as follows:
(1)
The governance of the University of Washington shall be vested in a board of
regents to consist of ((nine)) eleven members, two of whom
shall be students. They shall be appointed by the governor with the
consent of the senate, and, except for the two student members, shall
hold their offices for a term of six years from the first day of October and
until their successors shall be appointed and qualified. ((Five)) The
two student members shall hold their offices for a term of two years from the
first day of January until their successors are appointed and qualified.
(2) One member of the board shall be a full-time student in the undergraduate program, and one member shall be a full-time student in the graduate or professional program at the university. The undergraduate student member shall be appointed by the governor from a list of three names submitted by the recognized student association of the undergraduate students at the university. The graduate student or professional student member shall be appointed by the governor from a list of three names submitted by the graduate and professional student association that is the recognized graduate and professional student association at the university. For purposes of this subsection, "recognized student associations" means any body at the university that selects officers through a process approved by the student body and that represents the interests of students. Any such body so selected shall be recognized by and registered with the board of regents. However, there can be no more than one such association representing undergraduate students, no more than one association representing graduate students, and no more than one such association representing each group of professional students so recognized and registered at the university.
(3) Six members of said board shall constitute a quorum for the transaction of business. In the case of a vacancy, or when an appointment is made after the date of the expiration of a term, the governor shall fill the vacancy for the remainder of the term of the regent whose office has become vacant or expired.
(4) Except for the terms of the two student members, no more than the terms of two members will expire simultaneously on the last day of September in any one year. The terms of the two student members expire simultaneously on the last day of December every two years.
Sec. 2. RCW 28B.30.100 and 1985 c 61 s 2 are each amended to read as follows:

Each regent shall, before entering upon the discharge of his respective duties as such, execute a good and sufficient bond to the state of Washington, with two or more sufficient sureties, residents of the state, or with a surety company licensed to do business within the state, in the penal sum of not less than five thousand dollars, conditioned for the faithful performance of his duties as such regent: PROVIDED, That the university shall pay any fees incurred for any such bonds for their board members.
Sec. 3. RCW 28B.35.100 and 1985 c 137 s 1 are each amended to read as follows:
(1)
The governance of each of the regional universities shall be vested in a board
of trustees consisting of ((seven)) eight members, one of whom
shall be a full-time student in the undergraduate program of the respective
regional university. ((They)) The members shall be appointed
by the governor with the consent of the senate ((and)). Except for
the student member, the members shall hold their offices for a term of six
years from the first day of October and until their successors are appointed
and qualified. The student member shall hold office for a term of two years
from the first day of January and until a successor is appointed and qualified.
In case of a vacancy, or when an appointment is made after the date of
expiration of the term, the governor shall fill the vacancy for the remainder
of the term of the trustee whose office has become vacant or expired.
(2) The student member shall be appointed by the governor from a list of three names submitted by the undergraduate student association that is the recognized student association of the undergraduate students at each regional university. For purposes of this subsection, "recognized student associations" means any body at the regional university which selects officers through a process approved by the student body and which represents the interests of students. Any such body so selected shall be recognized by and registered with the board of trustees. However, there can be no more than one such association representing undergraduate students so recognized and registered at each regional university.
(3) Except for the term of the student member, no more than the terms of two members will expire simultaneously on the last day of September in any one year. The term of the student member expires on the last day of December every two years.
NEW SECTION. Sec. 4. This act shall take effect January 1, 1992.
