AN ACT Relating to school-business partnerships; adding new sections to chapter 28A.405 RCW; creating a new section; and making an appropriation.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. It is the intent of the legislature to encourage public school teachers to enhance their knowledge of their subject matter by completing internships with private and public sector organizations. It is the further intent of the legislature to increase the interaction between Washington's schools and the Washington business community.
NEW SECTION. Sec. 2. Certificated instructional staff who complete internships with private and public sector organizations are eligible to receive continuing education credit.
Continuing education credit for internships may be awarded by the superintendent of the employee's school district or by a postsecondary institution of higher learning.
Eligibility for continuing education credit shall be determined by the school district or postsecondary institution before the beginning of the internship. To be eligible for continuing education credit, the certificated instructional staff shall demonstrate that the internship will provide beneficial information and experience in an area directly related to his or her current teaching assignment, or to his or her assignment for the following year.
Continuing education credit earned by completing internships shall be used to meet any applicable teacher continuing education requirements and for state salary allocation purposes under RCW 28A.150.410.
NEW SECTION. Sec. 3. One college quarter credit shall be awarded for each twenty-five clock hours that the certificated instructional staff participates in an internship.
NEW SECTION. Sec. 4. An individual may not receive more than the equivalent of fifteen college quarter credits for internships during a five calendar-year period.
NEW SECTION. Sec. 5. The superintendent of public instruction, in coordination with state-wide organizations that promote business involvement in the common schools, shall conduct a symposium on school-business education partnerships. The objective of the symposium shall be to assist educators, businesses, and other organizations in obtaining the skills and knowledge necessary to conduct successful partnerships, and to promote coordinated approaches to school-business partnerships. The symposium shall be conducted before December 31, 1992.
NEW SECTION. Sec. 6. Sections 1 through 4 of this act shall constitute a new subchapter in chapter 28A.405 RCW.
NEW SECTION. Sec. 7. The sum of thirty-five thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1993, from the general fund to the superintendent of public instruction for the purposes of section 5 of this act.
