SUBSTITUTE HOUSE BILL 1302
_______________________________________________
State of Washington 52nd Legislature 1991 Regular Session
By House Committee on Trade & Economic Development (originally sponsored by Representatives Jacobsen, Pruitt, Ferguson, Heavey, Winsley, Sprenkle, G. Fisher, Cooper, Betrozoff, Wineberry and Basich).
Read first time March 5, 1991.
AN ACT Relating to capital appropriations for a community and 1994 World Cup soccer facility; creating a new section; making an appropriation; providing an effective date; and declaring an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The legislature finds that sports events and sports-related capital facilities can be a source of economic benefit to host communities, and that hosting sports events can be a useful element in a community's economic development strategy. The legislature finds that Washington has a strong, community-based soccer program extending from youth through collegiate levels. The legislature finds that the 1994 World Cup Soccer Games will be held in the United States at a location or locations to be selected from among competing communities across the country. A World Cup soccer facility would make a permanent and beneficial contribution to the Washington community soccer program. Therefore the legislature declares that it is the policy of the state of Washington to assist local communities in developing a community soccer facility suitable for World Cup soccer competition.
NEW SECTION. Sec. 2.
FOR THE DEPARTMENT OF COMMUNITY DEVELOPMENT

(2) Before receiving a grant, the public corporation, commission, facility authority, or higher education institution shall demonstrate an ability to complete the construction or renovation of the sports facility;
(3) Grants shall not exceed fifty percent of the total construction or renovation cost or fifty percent of the total cost to operate and manage sports facilities for the 1994 World Cup Soccer Games as determined by the department; and
(4) Grants may be awarded only after the office of financial management has determined that a cost-benefit analysis conducted by the department demonstrates a positive public return to the state. The cost-benefit analysis shall be conducted as follows:
(a) The department, using the department's sports economic impact model, shall analyze the economic impact of Washington state hosting world cup soccer matches in 1994 and the long-term economic impact of a related new soccer facility;
(b) The department, in consultation with the department of revenue, shall use the results of the economic impact analysis to do a cost-benefit analysis based upon the potential economic impact and the public costs associated with hosting the world cup and constructing or improving public facilities; and
(c) The department shall forward the cost-benefit analysis and the economic impact analysis to the office of financial management for review.
The office of financial management shall report to the fiscal committees of the legislature by December 1, 1991, regarding this subsection.
