     AN ACT Relating to drivers' licenses; and adding a new section to chapter 46.20 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 46.20 RCW to read as follows:

     The department shall not issue a new or renewed driver's license to a person who is the registered owner of a vehicle that was the subject of a public impound authorized by a law enforcement agency unless the person has paid in full any towing and storage charges owing under RCW 46.55.140.  The department shall establish procedures for collecting from tow truck operators the department's costs of administering this section.
