     AN ACT Relating to flood control improvements; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.      (1) The flood control improvement study commission is created to consist of fifteen members as follows:  (a) Four members of the senate, two from each of the major caucuses, who are appointed by the secretary of the senate; (b) four members of the house of representatives, two from each of the major caucuses, who are appointed by the speaker of the house of representatives; (c) the director of the department of ecology, or the director's designee, who shall act as chair of the commission; (d) the director of the department of wildlife, or the director's designee; (e) the director of the department of fisheries, or the director's designee; and (f) four persons appointed by the governor representing counties within which significant flood control improvements have been constructed and special districts that have been created to provide flood control improvements.  The department of ecology shall provide for the staffing and expenses of the commission.

     (2) The flood control improvement study commission shall study the permits and permitting federal and state requirements necessary to construct, repair, or maintain flood control improvements, including any conflicting requirements that may exist, and report to the legislature its findings on or before December 31, 1991.
