     AN ACT Relating to motor vehicles transporting lightweight packages; and adding a new section to chapter 81.80 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 81.80 RCW to read as follows:

     (1) Applications for permits for motor vehicles transporting packages or parcels each weighing twenty-five pounds or less must be made to the commission in writing, verified under oath, and must be in a form and contain information as the commission by rule may require.  Every application must be accompanied by a fee as the commission may prescribe by rule.

     (2) The commission shall issue a permit to any qualified applicant authorizing the operations covered by the application if the commission finds that the applicant is fit, willing, and able to perform properly the service and conform to the provisions of this chapter and the rules of the commission.

     (3) Before it issues a permit, the commission shall require the applicant to establish safety fitness and proof of minimum financial responsibility as provided in this chapter.
