AN ACT Relating to transcript review; and creating a new section.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. (1) The superintendent of public instruction shall conduct a random sample study of college transcripts of certificated instructional employees to determine the number of eligible credit or credits earned, but not recognized, for placement on the state allocation model.
(2) As used in this section, "eligible credit or credits" means credits that may be applied to satisfy requirements for endorsements as defined by the state board of education or credits that satisfy general knowledge or pedagogy requirements as adopted by the state board of education.
(3) For the purpose of determining placement on the allocation schedule, for the study required in subsection (1) of this section, education credits earned while pursuing and/or beyond awarded or conferred bachelor's and master's degrees shall be determined by the superintendent of public instruction by calculating the total eligible credits as defined in subsection (2) of this section including:
(a) Credits earned in excess of those required for the awarding or conferring of the employee's first bachelor's or master's degree;
(b) Credits earned after the awarding or conferring of the employee's first bachelor's or master's degrees;
(c) Credits earned on or before October 1 of the year for which allocations are being calculated; and
(d) Credits earned from a locally approved in-service training program meeting standards adopted by the state board of education, or a state-approved continuing education agency.
(4) A random sample of school districts shall be scientifically selected and shall represent urban, rural, and suburban districts.
(5) Districts shall request that their certificated instructional employees cooperate in determining the number of eligible credits earned, but not recognized by the state allocation model.
(6) The study in subsection (1) of this section shall be conducted by the superintendent of public instruction and shall be submitted to the appropriate committees of the house of representatives and senate by November 15, 1991.
