     AN ACT Relating to motor vehicle title and registration services performed by counties; and adding a new section to chapter 46.01 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 46.01 RCW to read as follows:

     A county that collects motor vehicle title and registration fees under RCW 46.01.140 as an agent of the director shall calculate its net proceeds from that activity by subtracting total operational costs of the activity from total revenues collected.  For any year in which the net proceeds exceed ten thousand dollars, the county shall transmit two percent of the year's revenues from such collections to the state treasurer by March 1st of the next year.  The state treasurer shall use such funds to reimburse a county in which the previous year's operational costs of acting as an agent of the director exceeded the year's total revenues from such collections.
