     AN ACT Relating to the building code council; and adding a new section to chapter 19.27 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 19.27 RCW to read as follows:

     (1) By July 1, 1992, the state building code council shall adopt rules under chapter 34.05 RCW implementing space allocation standards for the collection of solid waste and recyclable materials.  These standards shall apply to all new commercial facilities and multifamily residences.

     (2) Internal space allocation standards adopted by the council shall provide a minimum of two and one-half cubic feet of internal storage space per residential unit for recyclable materials and an equal space for solid waste.

     (3) External space allocation standards adopted by the council shall:

     (a) Establish minimum exterior space standards for new commercial facilities and multifamily residences;

     (b) Accommodate containers consistent with current methods of collection;

     (c) Provide convenient access to occupants and collection companies;

     (d) Establish requirements to identify solid waste and recyclable material containers; and

     (e) Allocate equal space to solid waste and recyclable material receptacles.
