AN ACT Relating to a Washington coastal resources center; creating new sections; and making an appropriation.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The legislature recognizes that recent changes in the management of natural resources have had profound effects on communities dependent on these resources. The economies of these communities, especially those in coastal Washington, face a unique set of problems that require a multifaceted approach if they are to be solved.
The legislature also recognizes that educational opportunities in coastal resource protection and management are essential to adequately protect and manage these resources and that development of related programs and facilities may be one of several components that can contribute to the well-being of resource-dependent local economies.
It is the intent of the legislature that there be an in-depth examination of needs and opportunities for education and research on coastal resources and that the role and need for additional facilities to support this education and research be determined.
NEW SECTION. Sec. 2. (1) As part of its ocean resources program, the Olympic natural resources center of the University of Washington, under the direction of the center's policy board, shall conduct a study to:
(a) Identify at-risk coastal resources in southwest Washington and on the Olympic Peninsula;
(b) Identify opportunities for research and education to maintain or improve the at-risk resources identified in subsection (1) of this section; and
(c) Determine what types of facilities may be needed to pursue the opportunities identified in subsection (2) of this section. In making such determination, the center shall:
(i) Identify existing facilities and include an assessment of how these facilities can be used to meet identified needs; and
(ii) Determine the need for additional facilities, describe the nature of such facilities, where they should be located, how they would function, and how they could complement existing facilities.
(2) In conducting the study the center shall:
(a) Consult with existing coastal resources-related programs including, but not limited to, those at Grays Harbor Community College and Peninsula Community College;
(b) Seek public input, through public meetings, in coastal communities; and
(c) Consult with appropriate state and federal agencies.
(3) The study shall be submitted to the governor and the appropriate committees of the legislature by September 1, 1992.
NEW SECTION. Sec. 3. The sum of thirty thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1993, from the general fund to the University of Washington, for the purpose of conducting the study described in section 2 of this act.
