     AN ACT Relating to listing ingredients contained in alcoholic beverages; and adding a new section to chapter 66.28 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 66.28 RCW to read as follows:

     (1) The legislature finds that private studies have estimated that many people may suffer adverse reactions to various additives used by the beer, wine, and liquor industries.  Strong evidence in medical research literature indicates that some ingredients can cause adverse health effects.  Unless the consuming public is made aware of the specific ingredients of the alcoholic beverages they consume, illness and disability may result to persons who, if informed, could avoid these adverse reactions.  The burden placed upon the manufacturers of alcoholic liquors to properly label their products is more than compensated for by the benefits to public health care that result from labeling requirements.

     (2) No beer, wine, or liquor may be offered or advertised for sale unless ingredients, including the alcoholic content of beer by volume, are listed on the label or, when not practicable, listed conspicuously on a separate label or tag securely affixed to the bottle, can, or container.  A rule requiring brewers to state the alcohol content of malt beverages on individual containers shall not apply to brewers of malt beverages that produce less than sixty thousand barrels of malt beverages in a calendar year.
