AN ACT Relating to the Scatter Creek wildlife area; creating new sections; providing an expiration date; and making an appropriation.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The legislature finds that the Scatter Creek wildlife area is a state treasure and provides protection for unique natural and historical resources, while also offering opportunities for outdoor recreation. The legislature also recognizes the interest and long-term support provided to the Scatter Creek wildlife area by certain sporting dog enthusiasts.
NEW SECTION. Sec. 2. The department of wildlife shall develop plans for the maintenance and enhancement of various recreational uses on the Scatter Creek wildlife area, including sporting dog opportunities, while minimizing conflicts among various users of the area. The department of wildlife shall ensure protection for all resource values on the Scatter Creek wildlife area.
NEW SECTION. Sec. 3. The department of wildlife shall involve various interested members of the public in planning and development of the Scatter Creek wildlife area. The department shall present plans and funding projections for the area to the legislature by January 1, 1992.
NEW SECTION. Sec. 4. Sections 2 and 3 of this act shall expire January 31, 1992.
NEW SECTION. Sec. 5. The sum of forty-five thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1993, from the general fund to the department of wildlife for the purposes of this act. Funds in excess of those used for planning shall be used for implementation of the Scatter Creek wildlife area plan.
