     AN ACT Relating to educators; creating new sections; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.      Increased collaboration between higher education, K-12 education, parents, the business community, the marketplace, and technological industry can only serve to enhance the performance of each.  To that end, this act requires the University of Washington, with input from each of the above‑named groups or entities, to develop a plan for an educator academy.

     The purpose of the academy will be to serve as a high quality center for collaboration between higher education faculty, teachers, and the community.  The academy shall be service and research-oriented, and is intended to complement ongoing related activities of the University of Washington, the office of the superintendent of public instruction, educational service districts, local school districts, and other quality school centers.

 

     NEW SECTION.  Sec. 2.      In developing the plan for the educator academy, the University of Washington shall appoint an advisory board representing higher education, the office of the superintendent of public instruction, educational service districts, vocational training schools, teachers, students, parents, and the business community.

 

     NEW SECTION.  Sec. 3.      The University of Washington has broad discretion in determining the content of the plan.  Under the plan, functions of the academy shall include without limitation:

     (1) Providing advice, assistance, and information to educational service districts; 

     (2) Providing advice and assistance on restructuring educational programs;

     (3) Providing training and materials for educators; and

     (4) Conducting or supporting research in the field of education, including the roles of vocational and technological training in student career preparation for today's marketplace.

 

     NEW SECTION.  Sec. 4.      The academy shall be located at the Tacoma branch campus of the University of Washington.

 

     NEW SECTION.  Sec. 5.      By January 10, 1993, the University of Washington shall submit the plan to the appropriate fiscal and policy committees of the legislature.

 

     NEW SECTION.  Sec. 6.      This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
