Read first time 02/03/92.  Studying the effect of financial need on higher education choices.


     AN ACT Relating to financial aid; creating new sections; making an appropriation; and providing an expiration date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.      The higher education coordinating board shall be the lead agency in the development and completion of a study to determine the effect of financial need on the higher education choices of Washington residents.  In developing and completing the study, the higher education coordinating board shall:

     (1) Appoint an advisory committee to include, but not be limited to, members representing the office of financial management, the state board for community and technical colleges, the office of the superintendent of public instruction, and the public and private institutions of higher education in Washington;

     (2) In consultation with the advisory committee, develop study objectives and the design of a study methodology;

     (3) Coordinate the study with any related studies already planned or underway at other agencies, including but not limited to the office of the superintendent of public instruction and the state board for community and technical colleges;

     (4) Contract with an appropriate organization to conduct all or part of the study; and

     (5) Disseminate results of the study to the governor, the house of representatives and senate fiscal, higher education, and education  committees, the office of the superintendent of public instruction, and institutions of higher education.

 

     NEW SECTION.  Sec. 2.      The study conducted under section 1 of this act shall include, but not be limited to, a suitable survey technique to determine the scope and composition of the following three populations:

     (1) Those residents of Washington seeking but not pursuing higher education for financial reasons;

     (2) Those residents of Washington enrolled at institutions of higher education in Washington, who for financial reasons determine their choice of higher education institution and course of study; and (3) Those residents of Washington at institutions of higher education in Washington who, for financial reasons, do not complete higher education degree programs, or take longer to complete a degree program than the amount of time required for a full-time student as determined by the institution.

 

     NEW SECTION.  Sec. 3.      The higher education coordinating board shall report to the governor and the house of representatives and senate fiscal and higher education committees by December 15, 1992, with the following information:

     (1) Results of the study;

     (2) Recommendations for methods to address problems with the current financial aid system as identified by the study; and

     (3) Recommendations for additional studies to complement, refine, or build upon the information discovered by the study.

 

     NEW SECTION.  Sec. 4.      Of any appropriations from the general fund for the purposes of this act, no more than fifteen percent may be used for indirect costs and overhead.

 

     NEW SECTION.  Sec. 5.      If specific funding for the purposes of this act is not provided by June 30, 1993, this act shall be null and void.

 

     NEW SECTION.  Sec. 6.      This act shall expire June 30, 1993.

 

     NEW SECTION.  Sec. 7.      The sum of two hundred thirty-two thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1993, from the general fund to the higher education coordinating board for the purposes of this act.
