     AN ACT Relating to family planning services for substance abusers; adding a new section to chapter 70.96A RCW; and creating a new section.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.      It is the policy of the state of Washington to provide family planning counseling and services to substance abusing individuals in order to prevent unplanned pregnancies and the potential negative effects on the health of the fetus.

NEW SECTION. Sec. 2.  A new section is added to chapter 70.96A RCW to read as follows:

     (1) The department of health and the department of social and health services, in consultation with representatives from chemical dependency treatment programs and family planning agencies, shall jointly develop a curriculum and training format for substance abuse counselors that includes:  (a) Information to all clients on the risks to a fetus from exposure to alcohol or drugs; (b) a review of available birth control methods; and (c) referral information to a family planning clinic.

     (2) On or after January 1, 1993, qualified substance abuse counselors employed by state-approved chemical dependency treatment programs shall receive the training described in subsection (1) of this section.  After receiving training, substance abuse counselors shall discuss these matters with and provide referral information to all of their clients.

     (3) The department of health shall track referrals to family planning services from programs utilizing the curriculum developed under subsection (1) of this section.
