Appropriations.Family planning services for substance abusers.


     AN ACT Relating to family planning services for substance abusers; creating new sections; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.      It is the policy of the state of Washington to provide family planning counseling and services to substance abusing individuals in order to prevent unplanned pregnancies and the potential negative effects on the health of the fetus.

 

     NEW SECTION.  Sec. 2.      (1) The department of health and the department of social and health services, in consultation with representatives from chemical dependency treatment programs and family planning agencies, shall jointly develop a curriculum and training format for substance abuse counselors that includes:  (a) Information to all clients on the risks to a fetus from exposure to alcohol or drugs; (b) a review of available birth control methods; and (c) referral information to a family planning clinic.

     (2) On or after January 1, 1993, a qualified substance abuse counselor employed by a state-approved chemical dependency treatment facility shall receive the training described in subsection (1) of this section.

     (3) The department of health shall track referrals to family planning services from programs utilizing the curriculum developed under subsection (1) of this section.

 

     NEW SECTION.  Sec. 3.      The sum of fifty thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1993, from the drug enforcement and education account to the department of social and health services for the purposes of section 2(1) of this act.
