AN ACT Relating to funding for traffic safety education programs; adding a new section to chapter 82.08 RCW; creating a new section; making an appropriation; providing an effective date; and declaring an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The legislature finds that traffic safety education programs offer students the necessary skills and knowledge to become safe, responsible operators of motor vehicles, and reduce the incidence of motor vehicle accidents among teenage drivers. Therefore, the intent of section 2 of this act is to provide a dedicated revenue source for traffic safety education programs.
It is also the intent of the legislature that students from families with limited financial resources be given higher priority in allocating the funding provided by section 2 of this act.
It is further the intent of the legislature that the adequacy and appropriateness of the amount and source of funding under section 2 of this act be periodically reviewed.
NEW SECTION. Sec. 2. A new section is added to chapter 82.08 RCW to read as follows:
(1) In addition to other taxes imposed in this chapter, a tax of two dollars per day or part of a day is imposed on each retail sale that is a lease or rental of a motor vehicle licensed for hire, regardless of whether the vehicle is licensed in this state. This tax applies only to rentals and leases of motor vehicles designed to carry less than nine passengers, and only to the first thirty days of the rental or lease term.
(2) The tax imposed in this section is part of the selling price for purposes of the tax imposed in RCW 82.08.020.
(3) Revenue from the tax imposed in this section shall be deposited in the general fund and used solely for funding traffic safety education programs.
(4) Before January 1, 1995, and January 1, of each fifth year thereafter:
(a) The department of revenue shall provide the legislature with an updated estimate of the amount of revenue attributable to the tax imposed in this section, with detail by type of rental or lease transaction.
(b) The superintendent of public instruction shall provide the legislature with a report on the adequacy and appropriateness of the level of funding provided under this section.
NEW SECTION. Sec. 3. The sum of eight million dollars, or as much thereof as may be necessary, is appropriated from the general fund to the superintendent of public instruction for the biennium ending June 30, 1993, solely for the purposes of traffic safety education programs.
NEW SECTION. Sec. 4. This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect April 1, 1992.
