     AN ACT Relating to financing the costs of elections; and adding a new section to chapter 29.13 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 29.13 RCW to read as follows:

     In determining the proportionate basis of allocating election costs under RCW 29.13.045, and the prorated share basis of allocating election costs under RCW 29.13.047, the county auditor and the secretary of state shall assign the same weighted factor to each office or other issue that appears on the ballot for the same unit of government and use these factors in combination with the number of registered voters residing in the unit of government to determine the share of the election costs allocated to that unit of government.  Where the unit of government that has the election includes territory located in another county, the number of registered voters residing in that unit of government shall be considered to be the number of such voters who reside in the county.
