     AN ACT Relating to chemical dependency services for sexual assault and domestic violence victims; adding a new section to chapter 43.20A RCW; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 43.20A RCW to read as follows:

     (1) The legislature finds that victims of sexual assault, childhood sexual abuse, or domestic violence may be at a greater risk for substance abuse than the general population.  Identification, referral, and services for those persons affected by domestic violence, childhood sexual abuse, or sexual assault is critical in order to assist substance abusers in their recovery.  Breaking the cycle of domestic violence or childhood sexual abuse, and assisting adult sexual assault victims in their healing, may mean identification of and referral and services to those victims who are substance abusers.

     (2) By January 1, 1993, the department shall develop a curriculum for chemical dependency counselors, volunteer workers, and staff personnel of domestic violence programs, childhood sexual abuse programs, and volunteer workers and staff personnel of sexual assault programs.  The curriculum shall be developed by the department, in consultation with representatives from rape crisis, sexual assault, domestic violence shelters and safehomes, and chemical dependency treatment providers.  In order to maximize the benefits of the training, the curriculum will be developed to train volunteer workers, staff personnel and chemical dependency counselors together, in the same setting.

     (3) The department shall select two sites in the state to serve as first year training sites.  The sites must have chemical dependency, sexual assault, childhood sexual abuse, and domestic violence programs.  By January 1, 1994, the department, in consultation with representatives from rape crisis, sexual assault, domestic violence shelters and safehomes, and chemical dependency treatment providers, shall evaluate the curriculum and training done at the two sites, and make necessary modifications.

     (4) The training shall be expanded state-wide to all chemical dependency counselors, volunteer workers and staff personnel of domestic violence programs, childhood sexual abuse programs, and volunteer workers and staff personnel of sexual assault programs beginning January 1, 1994.

     (5) On or after January 1, 1994, any qualified chemical dependency counselor employed by a state-approved chemical dependency treatment facility shall be required to receive the training described in subsection (2) of this section.  On or after January 1, 1994, any service contracts let by the department to rape crisis, sexual assault, and domestic violence shelters and safehomes shall require staff to receive the training described in subsection (2) of this section.

 

     NEW SECTION.  Sec. 2.      The sum of twenty-five thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1993, from the drug enforcement and education account to the department of social and health services for the purposes of section 1 (2) and (3) of this act.
