AN ACT Relating to American Indians; adding new sections to chapter 28B.10 RCW; creating a new section; and providing an effective date.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The higher education coordinating board shall design a plan for the creation of a center for the development of curriculum on American Indians of the Northwest. In preparing the plan the board shall seek the advice of members of the governor's office of Indian affairs, the Indian educators' association, the office of the superintendent of public instruction, teachers, professors in schools or colleges of education, and members of Washington's Indian tribes.
The plan shall include but need not be limited to:
(1) A competitive process for selecting a state institution of higher education to administer the center created in section 3 of this act; and
(2) Preparation of a funding proposal, including cost estimates, for development of curriculum on American Indians of the Northwest and the achievement of the purposes set forth in section 5 of this act.
The board shall submit the plan to the legislature for approval by December 1, 1992.
NEW SECTION. Sec. 2. Subject to legislative funding in the 1993-95 biennium, the higher education coordinating board shall select an institution to administer the center for the development of curriculum on American Indians of the Northwest. In making its selection, the board may:
(1) Appoint an advisory committee, including but not limited to the interest groups listed in section 4 of this act, to assist the board in selecting the institution;
(2) Select an institution to administer the center by giving priority to proposals that are collaborative and are sensitive to the needs of teachers and members of the American Indian community; and
(3) Consider institutional roles and missions, and plans for areas of emphasis or excellence when selecting an institution to administer the center.
NEW SECTION. Sec. 3. Subject to legislative funding in the 1993-95 biennium, a center for the development of curriculum on American Indians of the Northwest shall be established at a state institution of higher education selected by the higher education coordinating board. The designated institution's governing board shall adopt a plan for complying with sections 2 through 5 of this act and submit the plan to the higher education coordinating board for approval by December 1, 1993.
NEW SECTION. Sec. 4. The president of the designated institution or his or her designee shall appoint a committee to advise the center created in section 3 of this act. The committee shall include, but need not be limited to representatives of: The governor's office of Indian affairs, the Indian educators' association, the office of the superintendent of public instruction, teachers, professors in schools or colleges of education, and members of Washington's Indian tribes.
NEW SECTION. Sec. 5. The designated institution shall carry out the purposes of the center which include but are not limited to:
(1) Developing and disseminating curriculum for students in the K-12 system on the culture, history, government, and philosophy of American Indians;
(2) When funding is available, assisting school districts to evaluate textbooks and course materials to ensure that the perspective of American Indians is included in subject matter on the history, culture, government, psychology, and philosophy of the people of this country, state, and region;
(3) Working with Washington's colleges and universities to develop course work and materials for prospective teachers on the culture, history, philosophy, psychology, and government of the American Indian peoples of the Pacific Northwest;
(4) Providing materials, institutes, and workshops on American Indians to teachers, college and university professors, and school administrators;
(5) Working with American Indians, Indian educators, school administrators, parents, and community leaders to ensure that issues of concern to American Indians remain a major focal point of the center; and
(6) Seeking additional funding from federal, local, and private sources.
NEW SECTION. Sec. 6. Sections 2 through 5 of this act shall take effect July 1, 1993.
