     AN ACT Relating to model instructional materials for dispute resolution and creative problem solving; adding new sections to chapter 28A.300 RCW; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.300 RCW to read as follows:

     (1) The office of the superintendent of public instruction shall provide model comprehensive materials comprising an instructional framework and suggested classroom strategies to:

     (a) Improve dispute and conflict resolution skills and encourage creative problem solving; and

     (b) Provide an understanding of the social and ethical impact of conflict and of conflict resolution in science, technology, and social relations, and insight into how attitudes are formed and how decisions are made.

     (2) The office of the superintendent of public instruction shall provide information about these materials to local school districts through the educational service districts.  This shall include staff development training at the district level.  School districts shall be encouraged to evaluate, adopt or modify, and implement these materials.

 

     NEW SECTION.  Sec. 2.  A new section is added to chapter 28A.300 RCW to read as follows:

     In complying with section 1 of this act, the office of the superintendent of public instruction shall consult and seek advice from representatives of at least the following:

     (1) Higher education;

     (2) School district boards of directors;

     (3) School administrators;

     (4) School superintendents;

     (5) Classroom teachers at elementary and secondary levels;

     (6) School counselors;

     (7) Curriculum development organizations; and

     (8) Students.

 

     NEW SECTION.  Sec. 3.  A new section is added to chapter 28A.300 RCW to read as follows:

     The superintendent of public instruction shall make available to the school districts the educational materials under section 1 of this act, may field-test them, and shall encourage their implementation in public school classrooms.

 

     NEW SECTION.  Sec. 4.      The sum of forty-nine thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1993, from the general fund to the superintendent of public instruction for the purposes of this act.
