     AN ACT Relating to commuter ride sharing; and adding a new section to chapter 43.41 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 43.41 RCW to read as follows:

     (1) The department of transportation is authorized to conduct a demonstration project in order to show the effectiveness of employee use of department-owned vehicles for commuter ride sharing as a commute trip reduction measure under RCW 43.41.130.  In carrying this project out, the department is exempt from requiring its employees to pay the full capital depreciation and operational cost so long as this use is economical and advantageous to the state.  This program will be conducted at the new district 1 headquarters facility in north Seattle and is intended to coincide with the district's relocation from south Bellevue in August 1992.

     (2) The department of transportation shall conduct this demonstration project in cooperation with the department of general administration.  In addition, the department of transportation will submit progress reports to the interagency commute trip reduction task force every six months after implementation of this demonstration project.  The results shall be considered in developing the commute trip reduction plan for state agencies as required under RCW 70.94.551.  The demonstration project shall terminate no later than June 30, 1994.
