AN ACT Relating to making appropriations for the Tri-Cities Trade, Recreation and Agriculture Center; creating a new section; and making an appropriation.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION.  Sec. 1.      The legislature finds that there is a need for agricultural exhibit and recreational space in the Tri-Cities area and that the economic development studies conducted for such facilities show an economic benefit to the state.  The Tri-Cities Trade, Recreation and Agriculture Center would provide an indoor arena for state and national agricultural and trade exhibits, competitions, and public events.  Outdoor space will include needed recreational softball and soccer fields and a fully developed recreational vehicle park.  The Trade, Recreation and Agriculture Center would be constructed next to the interstate highway in Pasco to maximize commercial opportunities as a part of the continuing economic diversification strategy for the Tri-Cities area.

NEW SECTION.  Sec. 2.      The sum of six million dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1993, from the state building construction account to the department of community development for the Tri-Cities Trade, Recreation and Agriculture Center.  This appropriation shall be matched by at least two million dollars or an equivalent value of land, labor, or materials, provided from nonstate sources for the same purpose as this appropriation.
