AN ACT Relating to fishing guides; adding a new section to chapter 75.28 RCW; and creating a new section.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The legislature finds that there are numerous fishers from Washington and Oregon that share the concurrent waters of the Columbia river, and that existing law provides for recognition of each state's license in the other state with respect to the Columbia river. Fishers from one state that are fishing within the boundaries of the other state must also obtain a nonresident fishing license from that other state. The legislature intends that fees paid by nonresident fishing guides of each state, when fishing in the other state, be comparable.
NEW SECTION. Sec. 2. A new section is added to chapter 75.28 RCW to read as follows:
The department shall charge the same fishing guide license fee as is charged to a Washington resident to an Oregon resident if:
(1) The Oregon resident is licensed as a guide under the Oregon state marine board;
(2) The Oregon resident is applying for a Washington fishing guide license from the department; and
(3) The state of Oregon charges fishing guides that are Washington residents, are licensed in Washington, and apply for guide licenses in Oregon the same fee as is charged to an Oregon resident fishing guide.
