     AN ACT Relating to athletic leadership positions for women; adding new sections to chapter 28B.50 RCW; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.      The legislature finds that (1) the implementation of Title IX of the education amendments of 1972 has resulted in dramatically expanding the opportunities for women and girls to participate in sports; (2) there has been a dramatic decrease, however, in the number of women coaches, athletic administrators, and sports officials; (3) the current percentage of women in athletic leadership positions does not accurately reflect the number of women available for leadership positions; (4) the number of female coaches, athletic administrators, and sports officials is disproportionate to the number of women and girls involved in intramural, interscholastic, and intercollegiate athletics; (5) young men and women will benefit by having role models of women successfully holding athletic leadership positions; (6) there are women who are capable and qualified to hold leadership positions; (7) the number of women in athletic leadership positions will not increase unless concerted efforts are made on their behalf.  Therefore, it is the intent of the legislature to create a sports clearinghouse for dissemination of information regarding athletic leadership opportunities to qualified women candidates.

 

     NEW SECTION.  Sec. 2.      The state board for community and technical colleges shall establish an information clearinghouse for recruiting women as coaches, assistant coaches, athletic directors, and athletic administrators.  The clearinghouse shall be used by coaches, athletic associations, common schools, and public and private institutions of higher education in Washington state. The services of the clearinghouse shall include:

     (1)  Collection of information on coaching vacancies in common schools and public and private institutions of higher education;

     (2) Collection and provision of information on potential women  candidates to institutions, athletic directors, coaches, and athletic associations;

     (3) Publication of notices of vacancies in athletic leadership positions to qualified women candidates; and

     (4) Coordinating the dissemination of information between women candidates, common schools, institutions, coaches, athletic directors, and athletic associations.

 

     NEW SECTION.  Sec. 3.      In establishing the information clearinghouse, the state board for community and technical colleges shall consult with four-year institutions of higher education, the superintendent of public instruction, the council of presidents, athletic associations, and community sports programs.

 

     NEW SECTION.  Sec. 4.      The state board for community and technical colleges may contract with a private association to provide the clearinghouse service and charge a fee to participants in the program to cover administrative costs.

 

     NEW SECTION.  Sec. 5.      The state board for community and technical colleges shall submit an annual report to the legislature that includes but is not limited to:

     (1) An analysis of the athletic leadership opportunities for women in Washington state.  The analysis should include but not be limited to, the number of vacancies that occurred, where they occurred, the number of candidates referred, and outcomes;

     (2) A summary of the activities of the clearinghouse for the preceding year, including services provided and to whom the services were provided;

     (3) Recommendations for improving dissemination of information to girls and women interested in athletic leadership positions; and

     (4) Recommendations for increasing opportunities for girls and women in athletic leadership positions.

 

     NEW SECTION.  Sec. 6.      Sections 2 through 5 of this act are each added to chapter 28B.50 RCW.
