     AN ACT Relating to state government; and adding a new section to chapter 44.04 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 44.04 RCW to read as follows:

     In 1993 and at least once each century thereafter, the legislature shall convene for the sole purpose of reviewing all existing sections of the Revised Code of Washington and the Washington Administrative Code with the intent of repealing all antiquated, no longer relevant, conflicting, or confusing sections of existing state law.  At the same time, the legislature shall review all existing programs for need and relevancy, and then terminate or modify them as determined appropriate.
