     AN ACT Relating to development of a public transportation policy plan; and adding a new section to chapter 47.01 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 47.01 RCW to read as follows:

     Pursuant to the 1991 federal Intermodal Surface Transportation Efficiency Act (P.L. 102-240; 105 Stat. 1914) and RCW 47.01.071(1), the commission shall develop a public transportation policy plan as a part of the state transportation policy plan, which recognizes that public transportation is essentially a local government responsibility in Washington and which also recognizes the significant state interest in assuring that viable public transportation services are available throughout the state.  The public transportation policy plan shall:

     (1) Identify the goals for public transportation and identify the roles of federal, state, regional, and local entities in achieving those goals;

     (2) Define quantifiable objectives for transit services, including benefits indicators;

     (3) Recommend mechanisms for coordinating federal, state, regional, and local planning for public transportation;

     (4) Recommend mechanisms for coordinating public transportation with other transportation services; and

     (5) Recommend criteria, consistent with the goals identified in subsection (1) of this section, for allocating funds to public transportation agencies.

     In developing the public transportation policy plan, the commission shall involve local jurisdictions, public transportation providers, and state agencies with an interest in public transportation including but not limited to the departments of transportation, community development, social and health services, and ecology, the state energy office, and the office of financial management.
