     AN ACT Relating to voting in local nonpartisan elections; and adding a new section to chapter 29.04 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 29.04 RCW to read as follows:

     (1)(a) A voter registered to vote in any precinct in the state of Washington shall be permitted to vote in any nonpartisan city, town, or district primary or election within which the voter is the owner of real property.

     (b) Each person desiring to exercise a vote under this section shall first apply to the city, town, or district for a special registration at least thirty days before the primary or election.

     (2) The secretary of state shall adopt rules regarding special registrations and regarding special ballots to ensure that such specially registered voters do not cast votes in partisan or state-wide primaries or elections, or on any other matter that may appear on the ballot in more than one city, town, or district.
