     AN ACT Relating to county fees on the disposal of solid waste from outside the county; and adding a new section to chapter 36.58 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 36.58 RCW to read as follows:

     The legislative authority of a county may by ordinance, impose a fee on the disposal of solid waste imported into the county from a source outside the boundaries of the county.  Prior to imposing a fee, representatives of the legislative authority, or its designees, shall meet and confer with affected solid waste disposal facility owners or operators to determine the basis, terms, conditions, and limitations of the fee.
