     AN ACT Relating to the payment of costs related to a continuous oil transmission line located in three or more counties and subject to the energy facility site evaluation council process; and adding a new section to chapter 80.50 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 80.50 RCW to read as follows:

     In addition to the fees or charges by the council set forth in RCW 80.50.071 for processing an application for certifications, the applicant shall pay twenty-five thousand dollars to each county and ten thousand dollars to each city which is identified in the application for certification as a county or city in which the preferred centerline of the oil transmission line corridor will be located:  PROVIDED, That this section shall not apply to any oil transmission line which has received certification under this chapter prior to the effective date of this act.
