AN ACT Relating to reducing capital expenditures in the 1991-93 capital budget; amending 1991 sp.s. c 14 s 1 (uncodified); creating new sections; and declaring an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The intent of this act is to provide additional funds for the purpose of common school construction and to review all capital appropriations that have not been spent or committed by contract. No less than one-half of the funds lapsed from the state building construction account as a result of this act are intended to be appropriated to the state board of education for common school construction for the period ending June 30, 1993. After the state economy improves, capital projects that had funds reduced as a result of this act may be reappropriated.
Sec. 2. 1991 sp.s. c 14 s 1 (uncodified) is amended to read as follows:
A
capital budget is hereby adopted and, subject to the provisions set forth in ((this
act)) chapter 14, Laws of 1991 sp. sess., the several dollar amounts
hereinafter specified, or so much thereof as shall be sufficient to accomplish
the purposes designated, are hereby appropriated and authorized to be incurred
for capital projects during the period ending ((June 30, 1993)) the
effective date of this act; except for appropriations under sections 16, 29,
30, and 31, chapter 14, Laws of 1991 sp. sess. (uncodified) and any sections of
chapter 14, Laws of 1991 sp. sess., with matching federal funds, which are
appropriated and authorized to be incurred for capital projects during the
period ending June 30, 1993, out of the several funds specified in ((this
act)) chapter 14, Laws of 1991 sp. sess. All appropriations in
chapter 14, Laws of 1991 sp. sess. other than those exempted by this act that
are not spent or contractually obligated, including contracts for construction,
predesign, and design shall lapse.
NEW SECTION. Sec. 3. The office of financial management shall report the total amount of appropriations that lapse as a result of this act to the house of representatives and senate fiscal committees within fifteen days after the effective date of this act. The report shall break out the total by agency and fund account.
NEW SECTION. Sec. 4. This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
