                         HOUSE CONCURRENT RESOLUTION 4417

Read first time April 18, 1991.  Referred to Committee on Rules Review.Establishing the joint legislative task force on state personnel issues.


     WHEREAS, State employees are an integral part of the execution of state government's powers, duties, and functions; and

     WHEREAS, The composition of the state work force is undergoing fundamental changes; and

     WHEREAS, A number of important issues have been raised, and not satisfactorily resolved, in the 1991 legislative session by both state employers and state employees regarding state employment including, but not limited to, employee compensation, collective bargaining, employee recruitment and hiring practices, reemployment, employee management, work force diversity, career development opportunities, and the structure and accountability of the personnel system;

     NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives of the state of Washington, the Senate concurring, That a joint legislative task force on state personnel issues be established to study the aforementioned and related issues of state employment; and

     BE IT FURTHER RESOLVED, That the task force shall consist of seventeen members. The Speaker of the House of Representatives shall appoint six members, to include two members, one from each political party, from the following standing committees:  House State Government, House Commerce and Labor, and House Appropriations.  The President of the Senate shall appoint six members, to include two members, one from each party, from the following standing committees:  Senate Governmental Operations, Senate Commerce and Labor, and Senate Ways and Means.  The Governor shall compile a list of nominees, from which the Speaker of the House of Representatives and the President of the Senate shall jointly select two members.  State employee organizations shall compile a list of nominees, from which the Speaker of the House of Representatives and the President of the Senate shall jointly select three members.  The task force shall have two cochairs, one to be selected by the Speaker of the House of Representatives and one to be selected by the President of the Senate; and

     BE IT FURTHER RESOLVED, That the task force shall use legislative staff and facilities.  Legislative members of the task force are authorized to receive travel expenses for attendance of task force meetings in accordance with RCW 44.04.120.  Nonlegislative members are authorized to be reimbursed for attendance of task force meetings in accordance with RCW 43.03.050 and 43.03.060.  Expenses of the task force shall be shared by the House of Representatives and the Senate; and

     BE IT FURTHER RESOLVED, That the task force shall seek input from both state employers and state employees in conducting its study; and

     BE IT FURTHER RESOLVED, That the task force report its findings and recommendations to the legislature prior to the 1992 regular session; and

     BE IT FURTHER RESOLVED, That the task force shall expire on March 31, 1992.
