TO THE HONORABLE GEORGE BUSH, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED, AND THE DEPARTMENT OF ENERGY, BONNEVILLE POWER ADMINISTRATION:
We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
WHEREAS, The Federal dams on the Columbia river system have caused the decline of several stocks of wild salmon and steelhead in the state of Washington; and
WHEREAS, The damage has been reflected throughout Washington as recreational and commercial fishers have sought to fish elsewhere; and
WHEREAS, Hatcheries have been constructed by state agencies at state expense to rebuild fisheries that have declined as a result of the dams; and
WHEREAS, The cost of power to operate these hatcheries is into the millions of dollars; and
WHEREAS, The Bonneville Power Administration is the federal agency partially responsible for the decline of salmonid stocks both inside and outside the Columbia river Basin;
NOW, THEREFORE, Your Memorialists respectfully pray that the Department of Energy, Bonneville Power Administration fund electric power costs for all state-funded hatcheries located in Washington state.
BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable George Bush, President of the United States, the Department of Energy, Bonneville Power Administration, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
