WHEREAS, Two thousand five hundred men and women from the Whidbey Island Naval Air Station in Oak Harbor, Washington, are serving in the Persian Gulf as part of Operation Desert Storm; and
WHEREAS, Lt. William "Tom" Costen, a 27-year-old pilot, and Lt. Charles Turner, a 29-year-old navigator, were dispatched to the Persian Gulf along with the force from the Whidbey Island Naval Air Station; and
WHEREAS, The A-6 Intruder flown by Lt. Costen and Lt. Turner was reported missing in action January 18, 1991, during a mission in the war with Iraq; and
WHEREAS, The fate of the two aviators is still unknown; and
WHEREAS, Family members, friends, and all the people of Oak Harbor and the Whidbey Island Naval Air Station are gravely concerned about the safety of Lt. Costen and Lt. Turner;
NOW, THEREFORE, BE IT RESOLVED, That the House of Representatives join in expressing concern for the safety of those missing aviators; and
BE IT FURTHER RESOLVED, That the House of Representatives observe one minute of silence to pray for the safety of Lt. Costen, Lt. Turner, and all the brave men and women now serving in the Persian Gulf; and
BE IT FURTHER RESOLVED, That following this moment of silence, copies of this resolution be immediately transmitted by the Chief Clerk of the House of Representatives to the commanding officer at the Whidbey Island Naval Air Station for distribution to the families of Lt. Costen and Lt. Turner.
