     AN ACT Relating to the automated client eligibility system; creating a new section; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.      Expenditures by the department of social and health services for the automated client eligibility system (ACES) during the 1989-91 fiscal biennium and subsequent biennia shall comply with the following conditions and limitations:

     (1) All planning and implementation of ACES shall comply in full with section 802, chapter 19, Laws of 1989 1st ex. sess.  All reports required under section 802, chapter 19, Laws of 1989 1st ex. sess. shall be submitted to the senate committee on ways and means and the house of representatives committee on appropriations;

     (2) A maximum of $......... of general fund--state moneys may be expended on ACES during the 1991-93 fiscal biennium;

     (3) The request for proposals for phase III of the ACES project, and any contract entered thereunder, shall clearly specify that the state shall not accept or pay for the ACES system until accepted and proven operable by the field staff of the department of social and health services, including liquidated damages where appropriate; and

     (4) All monthly and quarterly status reports required under chapter VI of the November 1990 ACES advanced planning document shall be submitted to the senate committee on ways and means and the house of representatives committee on appropriations.

 

     NEW SECTION.  Sec. 2.      This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
