     AN ACT Relating to the study of ethanol for supplemental energy production; and adding a new section to chapter 43.21F RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 43.21F RCW to read as follows:

     (1) The office shall act as the state clearinghouse for information regarding the production and use of ethanol and other synthetic fuels within the state, and shall:

     (a) Collect and disseminate information regarding the production and use of ethanol and other synthetic fuels;

     (b) Monitor the results of pilot programs nation-wide on the use of ethanol and other synthetic fuels as automotive fuels;

     (c) Advise, consult, and cooperate with other agencies of the state, the federal government, other states and interstate agencies, political subdivisions, and with groups concerned with use of ethanol and other synthetic fuels;

     (d) Consult regularly with the state department of agriculture on the feasibility, quantity, and quality of production of organic feedstocks used in producing ethanol, and methods of encouraging or facilitating such production; and

     (e) Assist in planning, implementing, and evaluating pilot projects for the use of ethanol within the state.

     (2) The office shall, in its biennial report to the governor and legislature required under RCW 43.21F.045, include summaries of the status of, and any recommendations as to the increased production and use of, ethanol and synthetic fuels in the state, including the need for any separate entity to develop additional information, coordinate programs, or assist in the production of such fuels.
