AN ACT Relating to extended school year learning experiences; adding a new section to chapter 28A.630 RCW; and making appropriations.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 28A.630 RCW to read as follows:
(1) The extended school year learning experiences demonstration program is created. The purpose of the program is to determine the effects of extended learning experiences on improving performance for underachieving students in grades kindergarten through six. The program shall be designed to serve students who are achieving below their ability.
(2) The program shall be designed to provide one thousand four hundred students a year with thirty additional days of instruction with a minimum of five program hours a day. The program shall emphasize instruction in the basic skills and related subjects. Participating districts shall keep records of the materials selected and teaching methods used. One certificated instructional staff person shall provide instructional services for every sixteen students enrolled in the program.
(3) The superintendent of public instruction shall select one educational service district to participate in the program. The educational service district shall contain at least two school districts with more than a forty percent minority population and a minimum of four additional school districts with a minority population of twenty-five percent or more. The educational service district shall administer the program and contract with selected school districts within its service area that have a minority population of twenty-five percent or more.
(4) The program shall be designed to serve students for up to five years. Each district participating in the program shall develop methods to involve parents in the goals, activities, and outcomes of the program.
(5) The educational service district shall conduct a longitudinal study of the progress of the students participating in the program. The study shall include data on the effectiveness of the extended school year, cost benefits from extended use of the facilities, the effect on the professional development of teachers, and parents' involvement with and perceptions of the program. The educational service district shall report to the legislature on the results of the longitudinal study and the progress of the program in December of odd-numbered years.
(6) The educational service district shall share information about the project with other educational service districts and school districts throughout the state.
(7) The program shall be planned during the 1991-92 school year and implemented beginning in June 1992.
(8) This section shall expire December 31, 1997.
NEW SECTION. Sec. 2. (1) The sum of one hundred twenty-eight thousand five hundred dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1993, from the general fund to the superintendent of public instruction to allocate to one educational service district under section 1 of this act for the purpose of planning and staff development to implement the program under section 1 of this act for the 1991 fiscal year.
(2) The sum of one million one hundred twenty-three thousand eight hundred dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1993, from the general fund to the superintendent of public instruction to allocate to an educational service district for the purposes of this act.
