AN ACT Relating to contracts for architectural and engineering services; and amending RCW 39.80.010.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
Sec. 1. RCW 39.80.010 and 1981 c 61 s 1 are each amended to read as follows:
(1) The legislature hereby establishes a state policy, to the extent provided in this chapter, that governmental agencies publicly announce requirements for architectural and engineering services, and negotiate contracts for architectural and engineering services on the basis of demonstrated competence and qualification for the type of professional services required and at fair and reasonable prices.
(2) This chapter is applicable to political subdivisions of the state only insofar as such services are required for public works exceeding fifteen thousand dollars. For purposes of this subsection, public works have the meaning provided in RCW 39.04.010.
