AN ACT Relating to the cessation of operations of the Tacoma branch campus of the University of Washington; adding new sections to chapter 28B.45 RCW; and declaring an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 28B.45 RCW to read as follows:
The University of Washington shall suspend all operations of the branch campus located in the Tacoma area. The University of Washington shall cease all operating and capital activities of the Tacoma branch campus until the legislature receives the report required by section 2 of this act and takes specific action to resume such activities. The University of Washington is hereby directed to cease all operations and all activities toward site acquisition, facilities acquisition, and capital construction for the Tacoma branch campus.
NEW SECTION. Sec. 2. A new section is added to chapter 28B.45 RCW to read as follows:
The University of Washington, in coordination with the higher education coordinating board, shall report to the legislature by January 1, 1997, with plans, procedures, and recommendations for resuming the operations of the Tacoma branch campus. Upon positive recommendation by the higher education coordinating board and the University of Washington, the legislature may take action to resume operating and capital activities at the Tacoma branch campus.
NEW SECTION. Sec. 3. A new section is added to chapter 28B.45 RCW to read as follows:
The University of Washington is directed to accept into its main campus programs all students of the Tacoma branch campus displaced by the cessation of the branch campus operations pursuant to section 1 of this act.
NEW SECTION. Sec. 4. This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
NEW SECTION. Sec. 5. If any provision of this act or its application to any person or circumstance is held invalid, the remainder of the act or the application of the provision to other persons or circumstances is not affected.
