     AN ACT Relating to the general fund‑-state operating budget on K‑12 education; and adding a new section to chapter 43.88 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 43.88 RCW to read as follows:

     (1) It is the intent of the legislature that the general fund‑-state operating budget reflect the state's paramount duty as provided under Article IX of the state Constitution.

     (2) Beginning with the 1992-93 fiscal year and each fiscal year thereafter, the percentage of the general fund‑-state operating budget for K-12 education shall be increased by a minimum of one percent until the percentage of the general fund‑-state operating budget for K-12 education is at or above fifty percent.

     (3) Once the percentage of the general fund‑-state operating budget for K-12 education is at or above fifty percent, the percentage level shall not fall below fifty percent of the general fund‑-state operating budget for K-12 education.
