     AN ACT Relating to making ample provision for the education of all children; and amending RCW 28A.150.210.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     Sec. 1.  RCW 28A.150.210 and 1977 ex.s. c 359 s 2 are each amended to read as follows:

     (1) The goal of the Basic Education  Act for the schools of the state of Washington ((set forth in this 1977 amendatory act)) shall be to provide students with the opportunity to achieve those skills which are generally recognized as requisite to learning.  Those skills shall include the ability:

     (((1))) (a) To distinguish, interpret and make use of words, numbers and other symbols, including sound, colors, shapes and textures;

     (((2))) (b) To organize words and other symbols into acceptable verbal and nonverbal forms of expression, and numbers into their appropriate functions;

     (((3))) (c) To perform intellectual functions such as problem solving, decision making, goal setting, selecting, planning, predicting, experimenting, ordering and evaluating; and

     (((4))) (d) To use various muscles necessary for coordinating physical and mental functions.

     (2) In order to provide students with the opportunity to achieve the skills in subsection (1) of this section, each student should be provided with the opportunity to come to school ready and able to learn the skills under subsection (1) of this section.  In order to meet the basic education obligation, the legislature finds that all students need the opportunity to have adequate food, shelter, clothing, health care, protection from abuse, and guidance and caring supervision by adults to ensure that every student is ready to learn when he or she begins school and is able to learn during his or her elementary and secondary education.
