     AN ACT Relating to public assistance incentives; and adding a new section to chapter 74.04 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 74.04 RCW to read as follows:

     (1) A female who has resided continuously in this state for three years who is on public assistance at the time she becomes pregnant with her first pregnancy shall be offered a cash bonus of ten thousand dollars if she obtains a tubal ligation at the time of the birth of the child.  Half of this bonus shall be awarded upon proof of the tubal ligation and half shall be allocated over a period of five years in the form of rent, child care, medical, or educational or vocational training assistance.

     (2) A female who resided in this state and received public assistance during her pregnancy and at the time of the birth of her first child who subsequently becomes pregnant again shall be offered a cash bonus of five thousand dollars if she obtains a tubal ligation at the time of the birth of the second child.  Half of this bonus shall be awarded upon proof of the tubal ligation and half shall be allocated over a period of five years in the form of rent, child care, medical, or educational or vocational training assistance.

     (3) A male who resides in this state and received public assistance at the time a child he fathered was born shall be offered a cash bonus of five hundred dollars upon proof that he has obtained a successful vasectomy.

 

     NEW SECTION.  Sec. 2.      If any provision of this act or its application to any person or circumstance is held invalid, the remainder of the act or the application of the provision to other persons or circumstances is not affected.
