     AN ACT Relating to appropriations for salaries of state employees, teachers, and state elected officials; amending RCW 43.03.011, 43.03.012, and 43.03.013; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.      From the 1991-93 biennial appropriations made to the affected state agencies, the director of financial management shall place in reserve status that portion of each agency's appropriation that reflects the state elected officials' salary increase under RCW 43.03.011(3), 43.03.012(3), and 43.03.013(3).  If the conditions required under RCW 43.03.011(3), 43.03.012(3), and 43.03.013(3) for implementation of the salary increases are not met by June 30, 1993, the amounts placed in reserve shall be transmitted to the state treasurer for immediate deposit in the budget stabilization account under RCW 43.88.525.

 

     Sec. 2.  RCW 43.03.011 and 1991 sp.s. c 1 s 1 are each amended to read as follows:

     Pursuant to Article XXVIII, section 1 of the state Constitution and RCW 43.03.010 and 43.03.310, the annual salaries of the state elected officials of the executive branch shall be as follows:

     (1) Effective September 3, 1990:

     (4) The lieutenant governor shall receive the fixed amount of his or her salary plus 1/260th of the difference between his or her salary and that of the governor for each day that the lieutenant governor is called upon to perform the duties of the governor by reason of the absence from the state, removal, resignation, death, or disability of the governor.

 

     Sec. 3.  RCW 43.03.012 and 1991 sp.s. c 1 s 2 are each amended to read as follows:

     Pursuant to Article XXVIII, section 1 of the state Constitution and RCW 2.04.092, 2.06.062, 2.08.092, 3.58.010, and 43.03.310, the annual salaries of the judges of the state shall be as follows:

     (1) Effective September 3, 1990:

     (a) Justices of the supreme court . . . . . . . . . . .  $  89,300

     (b) Judges of the court of appeals  . . . . . . . . . .  $  84,900

     (c) Judges of the superior court  . . . . . . . . . . .  $  80,500

     (d) Full-time judges of the district court  . . . . . .  $  76,600

     (2) Effective September 3, 1991:

     (a) Justices of the supreme court . . . . . . . . . . .  $  99,900

     (b) Judges of the court of appeals  . . . . . . . . . .  $  95,000

     (3) Effective September 3, 1992, unless the salary increases for teachers provided for in section 503, chapter 16, Laws of 1991 sp. sess., and the salary increases for state employees provided for in section 712, chapter 16, Laws of 1991 sp. sess., are not fully implemented in the 1992 supplemental omnibus appropriations act, in which case the following salaries shall not take effect:

     (4) The salary for a part-time district court judge shall be the proportion of full-time work for which the position is authorized, multiplied by the salary for a full-time district court judge.

 

     Sec. 4.  RCW 43.03.013 and 1991 sp.s. c 1 s 3 are each amended to read as follows:

     Pursuant to Article XXVIII, section 1 of the state Constitution and RCW 43.03.010 and 43.03.310, the annual salary of members of the legislature shall be:

     (1) Effective September 3, 1990:
