                         SENATE CONCURRENT RESOLUTION 8417

Read first time June 26, 1991.Creating the joint select committee on Lake Roosevelt.

     WHEREAS, It is in the best interests of the citizens of the State of Washington to have the State actively involved in policy decisions regarding the lands adjacent to the Lake Roosevelt National Recreation Area; and

     WHEREAS, The Lake Roosevelt National Recreation Area has attracted many thousands of in-state and out-of-state tourists and recreationists; and

     WHEREAS, The adjoining counties have assumed increased responsibilities and expenditures in providing law enforcement, fire protection, roads and highways, garbage collection, pollution abatement, and emergency response; and

     WHEREAS, The adjoining homeowners and property owners have no governmental entity to plead their grievances; and

     WHEREAS, It is necessary to provide full consideration to all parties affected by policy decisions regarding federal lands adjoining Lake Roosevelt;

     NOW, THEREFORE, BE IT RESOLVED, By the Senate of the state of Washington, the House of Representatives concurring, That a joint select committee on Lake Roosevelt be established to study the relationship between the State of Washington, the United States Bureau of Reclamation, the United States Bureau of Indian Affairs, the National Park Service, and the Spokane and Colville Indian Nations in regard to policymaking for the Lake Roosevelt National Recreation Area and adjoining properties.  The committee shall determine a method by which the State of Washington may be a full partner in the long-range planning and policy decisions affecting the Lake Roosevelt National Recreation Area and the adjoining properties; and

     BE IT FURTHER RESOLVED, That the committee consist of eight members, four of whom shall be members of the senate representing equally the majority and minority, appointed by the president of the senate; four of whom shall be members of the house of representatives representing equally the majority and minority, appointed by the speaker of the house of representatives; and

     BE IT FURTHER RESOLVED, That the committee report its findings and recommendations to the Legislature at the regular session held in 1992.
