TO THE HONORABLE RICHARD CHENEY, SECRETARY OF DEFENSE, AND TO GENERAL COLIN POWELL, CHAIR OF THE JOINT CHIEFS OF STAFF, AND TO THE ARMED FORCES PARTICIPATING IN OPERATIONS DESERT SHIELD AND DESERT STORM:
We, your Memorialists, the Senate of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
WHEREAS, The Nation of Kuwait has been since August of 1990, subject to the military oppression of an invading force, the military machine of the president of Iraq, Saddam Hussein; and
WHEREAS, Economic sanctions, coupled with a deadline resolution of the United Nations, failed to convince Saddam Hussein to leave Kuwait; and
WHEREAS, The President of the United States, resolved to act against Saddam Hussein and through the efforts of the United Nations, a coalition of nearly thirty nations joined together to present a unified front to protest this invasion of one country by another; and WHEREAS, The war inevitably involved half a million men and women from across the nation, with eight thousand individuals coming from Washington state; and
WHEREAS, Those men and women are our neighbors, their children play with our children, and they serve our communities through times of peace as well as in this time of war; and
WHEREAS, The people of the state of Washington are united in their support for the men and women who serve in our armed forces and we wholeheartedly support their efforts on our behalf and on behalf of the world; and
WHEREAS, We pray for the successful accomplishment of their mission and for their safe return;
NOW, THEREFORE, Your Memorialists respectfully pray that the Department of Defense and the Joint Chiefs of Staff extend our appreciation to all our troops, especially those personnel representing the state of Washington in this serious time of crisis and courage.
BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Richard Cheney, Secretary of Defense, and to General Colin Powell, Chair of the Joint Chiefs of Staff, and to Honorable George Mitchell, President of the Senate, and to Honorable Tom Foley, Speaker of the House of Representatives.
