     TO THE HONORABLE GEORGE BUSH, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:

     We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

     WHEREAS, The United States historically has been a melting pot for people from many countries; and

     WHEREAS, Increasing numbers of immigrants will result in an increased number of children in our public schools for whom English is not their native tongue; and

     WHEREAS, The state of Washington provides bilingual education for its public school students; and

     WHEREAS, The cost of bilingual education exceeds the cost of other education; and

     WHEREAS, The federal government regulates the number of persons immigrating to the United States, impacting the demand for bilingual education;

     NOW, THEREFORE, Your Memorialists respectfully pray that the United States Congress provide financial assistance to fund the increased demand for bilingual education.

     BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable George Bush, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and to each member of Congress from the State of Washington.
