TO THE HONORABLE GEORGE BUSH, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:
We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
WHEREAS, The Washington State Legislature believes in the importance of higher education opportunities for all who desire postsecondary training; and
WHEREAS, The Washington State Legislature recognizes that there is a third industrial revolution now taking place in the world that requires a more highly educated citizenry prepared to use judgment and make decisions; and
WHEREAS, The cost of obtaining that education has become prohibitive throughout the United States; and
WHEREAS, The quality of life and the economic health of the individual states as well as the entire country depends on an educated citizenry; and
WHEREAS, It is imperative that all citizens be full participants in an evolving global economy; and
WHEREAS, Low-cost, federally subsidized loans should be available for the education of all students regardless of income to use for educational costs at the institution of choice for either vocational or academic training; and
WHEREAS, The repayment of the low-cost, federally subsidized education loans should be made through the Internal Revenue Service and should be collected along with the borrower's taxes;
NOW, THEREFORE, Your Memorialists respectfully pray that the United States Congress restructure the federal student loan program with the goal of serving more students and spending government funds more efficiently.
BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable George Bush, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress.
